Etymology

A phono-semantic compound:

竹 (“bamboo”) — semantic element, indicating objects made of bamboo such as pipes or flutes.

官 (gwan/guan, “official”) — phonetic element, providing the sound.

Original meaning: a bamboo tube/pipe (for music, liquids, or air).

From the pipe’s function of directing flow, the meaning expanded to “to regulate, to manage, to control.”

Later developed figurative senses: “to take responsibility,” “to guarantee effectiveness,” and even “to meddle, to interfere.”

Additional notes

The metaphor of a pipe controlling water flow is central: from controlling flow - controlling affairs.
